Имеет ли смысл для ArcGIS 9.x покупать двухядерный процессор или
двухпроцессорную рабочую станцию? Насколько ArcGIS 9.x будет
использовать вомзожности подобной конфигурации? Или преимущества по
сравнению с одним одноядерным процессором не будет?

Позвольте с вами не согласиться. Зависит от того, оптимизирован ли софт под работу с многопроцессорными/многоядерными системами. Насколько я понимаю, вычисления, которые проделывает ArcGIS хорошо распараллеливаются, т. е. при поддежке многопроцессорности эффект будет. Но есть ли эта поддержка?

I did learn that the Xeon has had hyper-threading technology all along, so
it is not a new inovation with the Pentium 4 3.06. Apparently the Xeon has
more on-board cache than the Pentium. The fact that Xeon users still prefer
twins makes me think that "hyper-threading" isn't what it's cracked up to
be. On the other hand, if those Xeon users have twins, then they can't
really evaluate "hyper-threading" per improvement in multi-tasking. I get
the impression that twins are pretty standard in the business. One forestry
GIS shop in Australia wrote that they simply won't buy a single processor
machine.

The Xeon processor is now up to 3 Gigs clock speed.
The Xeon is more expensive than the Pentium 4.

Answer

No; ArcGIS Desktop applications do not take advantage of multi-core/multi-processors in a single machine.
While ArcGIS applications do not take advantage of multiple processors, the operating system does. It moves many of the core OS processes to the second CPU allowing for faster response time within the ArcGIS Desktop applications, providing an overall performance boost.
