To design, develop, and coordinate all technical facets of a Country-wide Geographic Information System (GIS) for the Threat Agent Detection and Response (TADR) Network in <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />Central Asia.
This individual consults with project management and designated staff regarding department GIS needs and requirements; ensures development and maintenance of the base maps and associated layers; establishes data bases associating attribute data to GIS layers; develops policies, procedures and standards relating to GIS system maintenance, operations and services; acts as project manager for GIS projects involving data base or layer development; directs the work of staff involved with GIS systems on a project or day-by-day basis; provides assistance and training in proper use of GIS data and systems; evaluates hardware and software for GIS systems; performs research and analysis; supports special projects; monitors GIS system utilization and recommends appropriate revisions to processes and procedures; participates in the development of the section budget.
Required Technical Skills:
Fluent English, 3 plus years experience in GIS Development including in-depth experience of ESRI ArcGIS software is required.
Experience with developing GIS data models, and Web Portals is preferred.
Knowledge of: Principles and concepts of GIS planning and systems development; techniques and procedures of GIS system and data base design, analysis and development; GIS hardware and software products;.
Ability to: Work independently and make sound judgments; deal tactfully and effectively with those contacted in the course of work; communicate clearly and concisely, orally and in writing; prepare written procedures and policies; analyze informational requirements and needs; develop logical solutions to problems; provide technical advice, staff training, and consultation to ensure efficient GIS systems utilization; stay current with new technological developments.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient experience in GIS development, including responsibility for systems analysis and data base development, to demonstrate possession of the knowledge and abilities listed above. Education - Equivalent to completion of a bachelor's degree from an accredited college or university with major work in Computer Science, Geographic Information Systems or a related field.
